The Flexible Housing Pool’s (FHP) Senior Manager of Special Projects, will oversee policies, processes, and relationships to create an integrated, client-centered, and equitable service delivery approach for FHP tenants. Centering the voices of people with lived experience, the Senior Manager will ensure the FHP incorporates an array of quality services for program participants through all stages of programming: referral, enrollment, housing placement, housing stability, and, post-housing, when appropriate. This position will use data, research, and community connections, to identify, develop and sustain appropriate client services and resources to provide a robust wraparound service model. The Senior Manager of Special Projects, will be part of the FHP Leadership Team. The position will collaborate closely with and support the Permanent Supportive Housing (PSH) Program Management Team and the Housing Services Team as part of an integrated services model.
The FHP is a cross-sector investment and innovative program delivery strategy to increase housing resources in Chicago and Cook County for populations at the intersection of homelessness and other complex service needs. As the administrator of the Flexible Housing Pool, the Center for Housing and Health (CHH) is charged with coordinating project referrals, maintaining a portfolio of quality, readily accessible housing, coordinating tenancy support services and ensuring housing stability and health outcomes for program participants. CHH is a supporting organization of AIDS Foundation Chicago.
The salary for this role is $60,000 to $70,600 annually.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES
Integrate Program Support Services and Resources
• Collaborate with the FHP Senior PSH Managers to manage, facilitate, and coordinate the integration of FHP-dedicated supportive services with tenancy support services, including but not limited to: Care Coordination, Behavioral Health; Youth Workforce Development; and Occupational Therapy
• Utilize data analysis, partnership input, and lived experience feedback to identify equitable client services and resources; provide recommendations to FHP Senior Leadership and Program Development
• Research resources and potential new service partnerships which may lead to increasing client outcomes
• Increase client utilization of alternative subsidies though identifying eligible clients, providing resource education/awareness, and providing technical assistance to PSH Managers and partner agencies; Track, monitor, and report on progress of utilization
• Build and maintain relationships with alternative housing resource representatives, including but not limited to local housing authorities, Statewide Referral Network, senior and affordable housing
• Support the Youth Program Manager to enhance the partnership with the Service Coordination and Navigation (SCaN) program partners
• Implement the recommendations outlined in the Family Program Needs Assessment Report
• Develop and manage an annual case management training series to meet partner agencies’ needs
• Manage client-level vendor relationships and payments, including but not limited to Chicago Furniture Bank, Mattress Firm, PEX, etc

Tenant Empowerment and Leadership Development
• Coordinate, facilitate, and support the FHP Lived Experience Advisory Councils (Adults and Youths) meetings and the CHH’s Community Advisory Board (CAB) meeting; Ensure the LEACs and CAB input and feedback is incorporated into programming, policies and procedures
• Ensure FHP LEACs and CHH CAB have adequate membership and representation
• Develop and implement Tenant Empowerment Workshops with LEAC input and co-facilitation
• In collaboration with the Policy and Advocacy and Program Development Teams, identify and support tenant advocacy opportunities; Support the Communications Team with a client story bank
• In coordination with Data Services and the Research and Evaluation teams, facilitate the annual FHP Tenant Satisfaction Survey process, facilitate survey result recommendations, and lead results dissemination
• Hosts at least one in-person resource fair annually for tenants to explore resources and services
Collaborations and Partnership-Building
• Lead the process to update FHP Policies & Procedures semi-annually with feedback from stakeholders to reflect changes and refinements to programming
• Coordinate with the Program Development, Data Services, and the FHP Leadership Team to implement new programs and services or refine existing programming
• Support Program Development to provide reports to FHP investors, as requested; Manage report collection from the FHP-funded Youth Workforce Development partners to ensure annual scopes of services are met
• Collaborate with Data Services and Program and Housing Department leads to implement annual site visits; Work with Data Services on quarterly quality monitoring processes
• Manage and facilitate partnership meetings focused on effective program coordination
• Participate in assigned FHP Governance Workgroups, i.e., Racial Equity Workgroup and Evaluation Workgroup

EXPERIENCE AND EDUCATION
Minimum Qualifications
• Bachelor’s Degree in Social Services or related field of study and 2 years’ experience or 5 years’ experience in Housing, Homelessness, and/or Healthcare, including lived experience of homelessness.
Preferred Qualifications
• Master’s Degree in Social Services, Public Health, Psychology or related field
• 3 or more years’ experience in Housing, Homelessness, and/or Healthcare
• 3 years program management experience
• 2 years experience with community partnerships

WORK ENVIRONMENT AND PHYSICAL DEMANDS
The work environment is representative of that found in a general office environment. Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 10 pounds.) Tasks may involve extended periods of time at a keyboard or workstation and on the telephone. Some driving/travel within the Chicago and suburban Cook County area may be necessary.
